The procedure for obtaining a visa for foreign citizens
Foreign citizens and stateless persons need a visa to enter the territory of the Republic of Kazakhstan, unless another procedure is established by an international treaty of the Republic of Kazakhstan.
The visa of the Republic of Kazakhstan is pasted into a passport or other identity document recognized by the Republic of Kazakhstan and valid for travel, and gives the right to enter and stay in the Republic of Kazakhstan, as well as exit from it or transit through the territory of the Republic of Kazakhstan.
In accordance with the Rules for issuing invitations, approving invitations for foreigners and stateless persons to enter the Republic of Kazakhstan, issuing, canceling, restoring visas of the Republic of Kazakhstan, as well as extending and shortening their validity periods (hereinafter – Rules), approved by the joint order of the Ministry of Foreign Affairs of the Republic of Kazakhstan No. 11-1-2/555 dated November 24, 2016 and the Ministry of Internal Affairs of the Republic of Kazakhstan No. 1100 dated November 28, 2016, an invitation is required to obtain a visa, agreed with the interested state bodies, unless otherwise provided by the legislation of the Republic of Kazakhstan.
Invitations from individuals and legal entities of the Republic of Kazakhstan are given by the Ministry of Internal Affairs of the Republic of Kazakhstan.
Invitations from foreign diplomatic missions and international organizations accredited in the Republic of Kazakhstan are issued at the Ministry of Foreign Affairs of the Republic of Kazakhstan.
In accordance with the Rules, the invitation is submitted no earlier than 90 calendar days and no later than 5 working days before the expected date of entry of the visa recipient to the Republic of Kazakhstan.
An invitation to enter on private business is submitted no earlier than 1 year and no later than 5 working days before the expected date of entry of the visa recipient to the Republic of Kazakhstan.
The deadline for consideration of the invitation is no more than 5 working days from the date of application.
In order to issue an invitation, the inviting party submits to the Ministry of Foreign Affairs of the Republic of Kazakhstan a verbal note with the attachment of the table in accordance with Annex 3 to the Rules (hereinafter referred to as the form).
The inviting party submits an invitation to the territorial divisions of the Committee of the Migration Service of the Ministry of Internal Affairs of the Republic of Kazakhstan at the place of its registration:
- To issue an invitation to enter the Republic of Kazakhstan on private business:
- identification document;
- a table filled in in two copies according to the form;
- a copy of the document confirming the payment of the state fee.
- To issue an invitation to a legal entity or an individual entrepreneur:
- a table filled in in two copies according to the form;
- a copy of the document confirming the payment of the state fee.
- Legal entities and individual entrepreneurs applying for an invitation for the first time this year represent:
- documents confirming the state registration of a legal entity or individual entrepreneur;
- a copy of the certificate confirming the registration/accreditation of a legal entity in accordance with the current law of the AIFC;
- the original and a copy of the certificate of registration of the participant in the Astana Hub;
- a document confirming the authority of the representative.
When a service recipient applies to a State Corporation, information about identity documents, information about the state registration of a legal entity or individual entrepreneur, a document confirming payment by the service recipient to the budget of the amount of the state fee for issuing a notification (in case of payment via PShEP) and other necessary information, an employee of the State Corporation receives from the relevant state information systems through the gateway "e-government.
Additional documents may be requested depending on the visa category of the Ministry of Internal Affairs of the Republic of Kazakhstan.
The applications of the inviting party for the invitation of immigrants to the Republic of Kazakhstan, who previously did not ensure compliance by visa recipients with the legislation on the legal status of foreigners and the migration legislation of the Republic of Kazakhstan, are not considered
The following documents and information are submitted for the issuance of visas:
- A visa application form with a color or black-and-white photo measuring 3.5 x 4.5 centimeters;
- When applying for a visa at a foreign institution of the Republic of Kazakhstan, the number, date of the invitation registered with the Ministry of Internal Affairs of the Republic of Kazakhstan or the Ministry of Foreign Affairs of the Republic of Kazakhstan (the number and date of issue of the invitation to the recipient of the visa is reported by the inviting party), or the request of the recipient of the visa category provided for in paragraph 25 Of the Rules;
- A valid diplomatic, official, foreign passport of a foreign state, or other identity document recognized as such by the Republic of Kazakhstan and granting the right to cross the State border of the Republic of Kazakhstan (hereinafter – the passport);
- The original of the payment documents confirming the payment of the consular fee or state fee;
- Additional documents required to obtain a visa in accordance with Form 1.
The passport provided by the visa recipient must meet the following criteria:
- it should not cause doubts about the authenticity and belonging to its owner, contain marks, reservations, notes, erasures and corrections, torn or embroidered pages;
- must have at least 2 blank pages intended for visas, with the exception of visa recipients for departure from the territory of the Republic of Kazakhstan;
- the validity period of the passport must expire no earlier than 3 months from the expiration date of the requested visa, with the exception of visa recipients for departure from the territory of the Republic of Kazakhstan;
- it should not have marks on the extension of the validity period.
The visa processing time does not exceed 5 working days.
The amounts of consular fees paid are non-refundable.
After 5 working days, a visa of the Republic of Kazakhstan is issued to a foreigner at the consular office of the Republic of Kazakhstan. In cases provided for by the legislation of the Republic of Kazakhstan, a foreigner may be refused a visa of the Republic of Kazakhstan.
Former compatriots (who have documents confirming their connection with the Republic of Kazakhstan, including a corresponding mark in the column about the place of birth in the Kazakh Soviet Socialist Republic or in the Republic of Kazakhstan in the national passport, birth certificate or marriage certificate of the Kazakh Soviet Socialist Republic or the Republic of Kazakhstan, as well as a certificate of renunciation of citizenship of the Republic of Kazakhstan or loss of citizenship of the Republic of Kazakhstan) a single-entry private visa is issued without invitation on the basis of an application for up to 90 days.
Foreigners or stateless persons (for funerals or in cases of illness of relatives / friends, family members or parents of citizens of the Republic of Kazakhstan, as well as their legal representatives, family members of ethnic Kazakhs) are issued a single-entry private visa without invitation on the basis of an application for up to 90 days.
Citizens from the list of economically developed, politically and migration-stable states (48 countries specified in Annex 4 to the Rules) are exempt from the need for an invitation when applying for single-entry official, business, private and tourist visas of the Republic of Kazakhstan for the terms established by the Rules.
The rules also provide for the issuance of visas of the Republic of Kazakhstan for ethnic Kazakhs (Kazakh diaspora) for up to 3 years.
Electronic visas
On January 1, 2019, a pilot project for issuing a single-entry visa for foreigners in electronic format was launched in the Republic of Kazakhstan.
An electronic visa (business, tourist and medical) is issued on the basis of a valid invitation from the Kazakh side, issued in the departments of the migration service of the Ministry of Internal Affairs of the Republic of Kazakhstan in accordance with the established procedure.
Foreigners can enter/leave the territory of the Republic of Kazakhstan using a valid electronic visa only through the checkpoints of the international airports of the cities of Nur Sultan and Almaty.
Tourist e–visas are issued to citizens of 117 states, business and medical visas are issued to 23 states (a list of countries is attached).
The e-visa is valid only for the visa recipient and does not apply to accompanying persons.
Step-by-step algorithm for obtaining an electronic visa
- to obtain an electronic visa, you must register on the website of the Visa and Migration Portal (www.vmp.gov .kz);
- after registration, familiarize yourself with the requirements for obtaining an electronic visa;
- enter the invitation number (the invitation number is sent by the inviting party in the Republic of Kazakhstan) and fill out the visa application form;
- pay the consular fee;
- print an electronic visa (the visa is generated in your personal account and sent to the email address specified when filling out the questionnaire);
- present a printed electronic visa when passing through passport control at the international airports of Nur Sultan and Almaty.
