Dear inhabitants and visitors of East Kazakhstan, we would like to inform you that according to the point 1 and 2 of article 39 of the law of the Republic of Kazakhstan "About the State boundary of the Republic of Kazakhstan" from 16.01.2013, within the territory of the boundary administrative-territorial units the Government of the Republic of Kazakhstan establishes a boundary zone in which the boundary regime determined by this law acts.
Border regime - established order of entry, temporary stay, residence or movement, socio-political, cultural or other events in the border zone.
According to paragraphs 1 and 2 of Article 40 of the above-mentioned Law of the Republic of Kazakhstan, the entry of citizens of the Republic of Kazakhstan into the border zone is carried out under the documents certifying their identity.
Entry of foreigners and stateless persons to the border zone is carried out under identity documents and passes for entry to the border zone issued by the Ministry of Internal Affairs of the RK in the order determined by the Government of the RK.
Decree of the Government of the Republic of Kazakhstan No. 356 dated 16.04.2014 established the limits of the border zone, quarantine zone and border zone (amendment and addition No. 600 dated 31.07.2015). Dear tourists, when visiting places of Katon-Karagai National Park, Markakol Nature Reserve and West-Altai Nature Reserve you enter Katon-Karagai, Kurchum districts and the administrative territory of Ridder city. According to the Resolution of the Government of the Republic of Kazakhstan dated April 16, 2014 № 356. article 1, paragraph 3, these districts, as well as Zaisan and Urjar districts are the border areas of the Republic of Kazakhstan with the People's Republic of China and the Russian Federation. Please, when entering the border zone, please have your identification documents with you; in the absence of documents, a fine in the amount of 5 MCI is levied according to Article 510. item 1, subitem 1, 2. The Administrative Code of the Republic of Kazakhstan.
In this regard, we ask the citizens of Kazakhstan and foreign citizens, to be vigilant, pay attention to the warning information signs and stands, when visiting the mountainous areas (natural sites) located in the border areas of Kazakhstan. Representatives of tour operators or the Border Guard Service of the National Security Committee of the Republic of Kazakhstan should additionally obtain information on the passage of the state border line of the Republic of Kazakhstan and the limits of the border area.
