The building is in the style of Soviet classicism. It is distinguished by the richness of its interior and exterior decoration. It has a complex plan, consists of differently-sized components. The central façade is dominated by a semicircle. The semicircle of the central facade is decorated with semi columns, crowned by the Corinthian capitals, rectangular windows, rustication, octagonal chandeliers, and the band of eaves. The space between the windows of the first and second floors is decorated in the form of square recesses with rosettes. Similar design elements are characteristic of the other facades of the building.
