Monument established May 9, 1970 to the 25th anniversary of the Victory over Nazi Germany, in honor of the Hero of the Soviet Union - Tolegen Tokhtarov, who worked at the Leninogorsk lead refinery refiner. In December, 1941 he went to the front, heroically died on the outskirts of Moscow. On February 10, 1942 the rank of the Hero of the Soviet Union was appropriated posthumously by the Decree of the Presidium of the Supreme body of the USSR from January, 30th, 1943.
