Kazakhstan strengthens support for tourism: what will the new law change?

 

Today, the Head of State signed the Law of the Republic of Kazakhstan "On Amendments and additions to certain Legislative Acts of the Republic of Kazakhstan on support for the tourism industry and children's sports." The law is aimed at improving the conditions for the development of the tourism industry and increasing the effectiveness of government support measures.

The new law clarifies the basic concepts of tourism legislation: guide, tour guide, tourist resources and tourism facilities. The mandatory binding of guides and guides to the form of individual entrepreneurship is excluded, which allows professionals to work independently of their organizational and legal form.

The law introduces legal regulation of visitor centers. Their legal nature, functions, order of placement and assignment to the objects of tourism are defined. The centers will become key points for informing tourists about routes, services and infrastructure, providing a single standard of service for both Kazakhstani and foreign guests.

The law also clarified the measures of state support for the tourist infrastructure. It provides for reimbursement of part of the costs of entrepreneurs for the construction and reconstruction of visitor centers, roadside service facilities, tourist accommodation, and the purchase of equipment for ski resorts and tourist transport.

Measures are provided to support tour operators, including subsidizing costs, as well as speeding up the passage of tourist buses through checkpoints at the state border. In addition, children will have free access to national parks.

Monitoring of the targeted use of facilities that have received support has been introduced for a period of five years, as well as control over sanitary and hygienic sites on tourist resources.

The system of changes is aimed at forming a stable base for the development of domestic and inbound tourism, increasing the investment attractiveness of the industry and attracting qualified specialists. The law also establishes the powers of government agencies to identify priority tourist areas and to interact tourist information centers with organizations established to support the industry.

The measures taken create conditions for infrastructure development, improving the quality of tourist services and strengthening Kazakhstan's position as a safe and attractive travel destination.
