East Kazakhstan is planning to radically transform the coast of the Bukhtarma reservoir. A modern walking area, similar to the popular promenade on Lake Alakol, will appear in the Samar district, and the beaches will be transferred to the trust management of businesses to create comfortable conditions. Murat Baizhumenov, Deputy Akim of the district, announced these plans at a press briefing of the Regional Communications Service.
Tourism remains one of the key drivers of the socio-economic development of the Samar district. Today, 71 recreation centers are already operating successfully here, but the authorities intend to raise the quality of services and infrastructure to a fundamentally new level.
The main project of the upcoming upgrade will be the construction of a spacious "Arbat" in the village of Sarybel. Currently, the design and estimate documentation is already being developed.
The walking area will logically separate the territory of the settlement from the beach line. This decision pursues several goals at once:
Attracting new investments and business representatives;
Stopping chaotic and illegal construction in the coastal area;
Creating a unified, aesthetic architectural appearance that meets the status of a modern tourist zone.
"We intend to completely beautify the coast: from the village of Sarybel right up to the new Kurchum bridge," emphasized Murat Baizhumenov.
This project will become an important part of the new master plan for the villages of Sarybel and Samarskoye. Within the framework of the master plan, the preparation of which began last year, 300 plots have already been allocated specifically for the construction of new commercial facilities and recreation centers.
Special attention is paid to official swimming areas. To date, two beaches are officially permitted in the district. To make them as comfortable as possible for guests, the Akimat has developed a public-private partnership mechanism:
The beaches will be transferred to the trust management of entrepreneurs (the corresponding memorandum has already been signed).
In exchange for the right to conduct commercial activities, the investor is obliged to equip the territory: install shade canopies, comfortable sun loungers, changing cabins, and modern sanitary facilities.
To attract investment, the District Tourism Center has already developed a detailed concept for the development of the industry, including the creation of information and cartographic schemes for the location of recreation centers. In parallel, basic infrastructure issues are being resolved:
Sanitary stops: The construction of a modern sanitary and hygienic facility is planned on the highway leading to the recreation areas in the village of Mirolyubovka.
Communication and Internet: To provide tourists with high-quality mobile communication along the coastline, a new antenna-mast structure has already been installed jointly with the operator Kar-Tel JSC.
A comprehensive approach to the improvement of the Bukhtarma coast will allow the Samar district to become one of the most comfortable and popular spots on the tourist map of Kazakhstan.
